Ms. Plubell served as Senior Advisor to the CEO of the Beijing Internet-networking Institute and officials at China’s Ministry of Information Industry (MII) on topics related to international Internet policy.

Ms. Plubell was invited by Washington, D.C. Mayor Adrian Fenty to serve on the Mayor’s Washington-Beijing Relationship Steering Committee, and is Vice Chair of the American Bar Association’s China Law Committee.

Ms. Plubell was retained by Esther Dyson during Ms. Dyson’s tenure as the first Chairman of the Internet Corporation for Assigned Names and Numbers (ICANN). Ms. Plubell also served as Senior Advisor to the first CEO of ICANN and provided services to the Secretariat of the Board of Directors and its international Governmental Advisory Committee.

Prior, to founding the Plubell Firm, Ms. Plubell served as Vice President, Associate General Counsel and Corporate Secretary of the largest government sponsored enterprise and financial intermediary in the education credit market in the U.S. In that capacity she worked with the Chairman, CEO and executive management to build the corporation and she participated in asset securitization, new product development, and privatization.
