| BIOGRAPHY Ms. Plubell is an international attorney and business consultant practicing in Washington, D.C. and Beijing. Ms. Plubell’s expertise includes a deep and current understanding of China and how to do business in China. It also includes an understanding of how to form and implement financial infrastructures to attract capital in China and the U.S., and how to comply with global corporate governance standards. In addition, her expertise includes a thorough understanding of the policy oversight structure of certain technical aspects of the international Internet including domain name system and IP addressing. Ms. Plubell’s clients include Chinese enterprises wishing to do business outside of China as well as companies wishing to do business in China. Her areas of international expertise include asset-backed securities and education finance, corporate governance structures for effective decision-making, and international Internet technology policy with specific applications in China. Ms. Plubell holds a Juris Doctor JD and LLM in taxation from Georgetown University and an MBA in international business with a focus on the management of innovation and technology from George Washington University. Ms. Plubell served as Senior Advisor to China’s Ministry of Information Industry for ICANN (the Internet Corporation for Assigned Names and Numbers) matters and GAC (the Governmental Advisory Committee) matters. She is also Senior Advisor to the China Internet Network Information Center (CNNIC), Senior Advisor to Beijing Internet-networking Institute (BII) and Advisor to Beijing Penta Nanotech Company. She also has been an advisor on education finance reform. Before starting her own firm, Ms. Plubell served as Vice President, Associate General Counsel and Corporate Secretary of Sallie Mae, the leading provider of student loans in the U.S., from its founding phase to becoming a Fortune 500 corporation listed on the NYSE with $50 billion in asset size. During her MBA internship, Ms. Plubell was retained by Esther Dyson, the founding Chairman of ICANN, the organization with international oversight for certain technical aspects of the Internet as well as the Board and Governmental Advisory Committee (GAC). She was Senior Advisor to ICANN at meetings in Singapore, Berlin, Santiago and Los Angeles. Ms. Plubell is a member of the Washington, D.C. Mayor’s Steering Committee for the Washington-Beijing Sister City Relationship, a Vice Chairman of the American Bar Association (ABA) China Law Committee, a member of the American Society of Corporate Secretaries Corporate Practices Committee, The Chinese Finance Association, and the Georgetown University Law Center Corporate Counsel Institute Advisory Board. Ms. Plubell speaks functional Mandarin Chinese and French and some German and Spanish. Ms. Plubell sponsors research and has adopted two pandas at the China Research and Conservation Center for the Giant Panda in Wo Long, Szechuan, China. Ms. Plubell has published articles in Caijing Magazine and the Peking University Education Review. She has visited universities, network centers and libraries throughout China and met with students and faculty to discuss the Internet in China. She has been a guest lecturer on financial markets, education policy, WTO, corporate governance, and other subjects at Beijing University, Renmin University, Beijing University of Political Science and Law, Beijing Chemical University, Nan Kai University, Shanghai Jiaotong University, Xi’an Technology University, Xi’an Jiaotong University, and Nanning University.
